Minister of Foreign Affairs of Montenegro (2016-2020).
Ambassador of Montenegro to the USA (2010-2016.).
Founder and President of the Centre for Democracy and Human Rights (CEDEM), think tank based in Podgorica, Montenegro (1998-2010).
During 1990s politically active against the regime of Slobodan Milosevic. Served as a Member of the Parliament of the Federal Republic of Yugoslavia (1992-1996).
Author of two books: Malformed Democracy: The Drama of Yugoslav Post-communism (1993); Real-socialism: Anatomy of Colaps (1996).
Co-author in the number of books including: 1. Electoral and Party System in Montenegro (2016); 2. Europe and the Americas: Trans-Atlantic Approach to Human Rights (Copenhagen/Boston 2015); 4. Electoral Legislation and Elections in Montenegro 1990-2006 (2007); 5. Referendum in Montenegro 2006 (2007); 6. Beetween Authoritarianism and Democracy: Serbia, Montenegro, Croatia - Institutional Framework (2003).
Author of many articles in international magazines for political science and international affairs, including in: Journal of Democracy (Washington DC, USA), Südosteuropa Mitteilungen (Munich, Germany), Science and Technique of Democracy, (Council of Europe, Strasbourg);
Columnist in former Belgrade daily Naša Borba (1990-1997) and in Montenegrin weekly Monitor (1994-2003).
Guest lecturer in several universities or institutes, including: The Georgetown University, John Hopkins University/SAIS and The US Foreign Service Institute (Washington DC, USA); (Maine, USA) University of Hamburg (Germany); La Sapienzza University, Rome (Italy), etc. Member of international study group of the Aspen Institute that published report/book "Future of the Balkans" (working sessions: Berlin-Sarajevo-Istanbul 1997-98). Testified twice (1998 and 2000) as an expert before Helsinki Commission of the US Congress. Reagan-Fascell Fellow at the National Endowment for Democracy (NED), Washington DC (March-July 2023). Hobby: national master in chess. Married, father of one child.

Jaume Duch Guillot (Barcelona, 1962) is the Director-General for Communication of the European Parliament and its Spokesperson. He graduated in Law from the University of Barcelona (1980-1985), where he later also served as a Professor of International Public Law. In 1990 he became a European Parliament official and since then has always worked in communication-related positions, such as Spokesperson for the then President of the European Parliament, Head of the Press Room or Media Director. In February 2017, he was appointed as Director-General for Communication, a role that he combines with being the Spokesperson of the Institution since 2006. He has published several articles and book chapters on EU communication, EU Institutions and the future of the EU.

Meaghan Fitzgerald, Head of the Election Department, ODIHR
Meaghan holds degrees in International Affairs, Russian Studies, and Law. She began her career with the US State Department in Belarus and Estonia as a political analyst. Her first experience with the OSCE was in 2002 in Belarus as the Human Dimension Officer after which she spent two years with the OSCE Centre in Dushanbe. Following law school, Meaghan began working in election assistance for the United Nations Mission in Sudan where she was the External Relations Adviser for the 2010 elections and Legal/Political Adviser for the 2011 Referendum. From 2011-2019, she contributed to election observation missions as Mission Director, Deputy Head of Mission and Legal Analyst with the OSCE and The Carter Center, analysis of election legislation for Democracy Reporting International and lecturing on observation. Meaghan joined the OSCE's office for Democratic Institution and Human Rights in 2019 as the Deputy Head of the Democratization Department and later became the Head of the Democratization Department. In June 2021, Meaghan became the Head of ODIHR's Election Department managing all of the offices work on elections and all ODIHR election observation efforts.
